Demolition in a City of 469 Square Miles
Los Angeles is our home market, and demolition contractors working inside the city limits learn quickly that no two jobs start the same way. The 2020 census counted 3,898,747 residents across roughly 469 square miles of land, from hillside lots in the Santa Monica Mountains to flat parcels in the San Fernando Valley and the basin south of downtown. One week we are taking down a 1920s bungalow for a new house, the next we are gutting a duplex to the studs, breaking out a driveway, or removing a backyard pool and filling the hole. Each of those jobs runs through the Los Angeles Department of Building and Safety (LADBS), and we line up the paperwork before a single wall comes down.
What LADBS asks for before a teardown
The department's demolition bulletin is direct: no one may demolish a building or structure without a permit. A few items in it catch first-time owners off guard:
- A pre-inspection. A Building Inspector visits the site before the permit is issued, with a separate pre-inspection for each building on the lot.
- A sewer cap permit. If the building has a sewer line, a plumbing permit to cap it comes first, and the cap cannot be buried until the department inspects it. That inspection has to be requested at least 24 hours ahead.
- The 45-year notice. For buildings more than 45 years old, the city mails notice to abutting owners and occupants, the Council District office and the Neighborhood Council at least 30 days before the permit is issued.
- A posted placard. A laminated sign at least 11 by 17 inches reading "NOTICE OF DEMOLITION," mounted at least four feet up and within five feet of the front property line.
The bulletin also lists clearances that can apply depending on the lot, including Historic Preservation Overlay Zones, historical monuments, the Coastal Zone, Rent Stabilization, and Urban Forestry sign-off when protected trees on private property are affected.
Asbestos comes before the excavator
Southern California's air district, the South Coast AQMD, requires an asbestos survey by a certified asbestos consultant before every demolition, and any asbestos has to be removed before the building comes down. Notification is due 10 working days before work starts. Older Los Angeles houses often have asbestos in popcorn ceilings, floor tile mastic, duct wrap and stucco, so we schedule the survey early. It is usually the step that sets the start date.
Where the debris goes
The city's Construction and Demolition Waste Recycling Ordinance (Ordinance 181519) says C&D waste generated in Los Angeles must be hauled only to City-certified processing facilities, and private haulers need an AB 939 Compliance Permit. Concrete, asphalt, wood and metal are separated so the load goes to the right yard instead of a landfill.
Earthquakes, fires and rebuilding
The 1994 Northridge earthquake, magnitude 6.7, killed 72 people and damaged buildings across the city, and many owners still find cracked foundations and chimneys from that era when they finally decide to rebuild. In January 2025 the Palisades Fire caused widespread destruction in Pacific Palisades, which many described as the most destructive fire in the city's history. Fire-damaged lots, earthquake-cracked slabs and tired 1950s garages all start with the same question: what has to come out, and what can stay. Call (213) 377-6198 with the address and what you plan to build, and we will walk the lot with you.
Los Angeles Rules That Shape a Demolition
- 45-year notice. For buildings over 45 years old, LADBS mails notice to neighbors, the Council District office and the Neighborhood Council at least 30 days before the demolition permit is issued.
- Sewer cap inspection. A sewer cap permit comes first, and the capped line cannot be covered until LADBS inspects it, with at least 24 hours notice.
- Posted placard. A NOTICE OF DEMOLITION sign at least 11 by 17 inches must be posted within 5 feet of the front property line.
- Certified recycling. Under Ordinance 181519, C&D waste generated in the city must go only to City-certified processing facilities.
- Size of the city. The 2020 census counted 3,898,747 residents on about 469 square miles of land.

Los Angeles Questions
How long does it take to get a demolition permit in Los Angeles?
For a building over 45 years old, plan on at least 30 days, because LADBS must mail notice to neighbors and local offices before the permit is issued. The asbestos survey, the 10-working-day AQMD notice, the pre-inspection and the sewer cap permit run alongside that, so we start them together.
Do I need a permit to demolish a detached garage in LA?
Yes, a permit is still required. The bulletin notes that the notice and placard are not required when a detached garage is being demolished to be replaced with an ADU, unless the property is in a historic district.
Can I keep my trees during a teardown?
Usually, and protected trees on private property need Urban Forestry clearance before they are disturbed or removed. We plan the equipment path and dumpster spot so the root zones of trees you are keeping stay clear.
Is my LA property in a Historic Preservation Overlay Zone?
Some neighborhoods are, and the LADBS bulletin lists HPOZ clearance as one of the sign-offs a demolition permit may need. We check the parcel's zoning information before we quote, because an HPOZ can change whether a teardown is practical at all.
